To be honest, I don't think they will be needed again. Monster populations are much less than they used to be and witchers could even outlast monsters. Even if they don't, the numbers may be so low that mages or well-trained swordfighters with silver swords may be able to do the job to some extent.
Also, Nilfgaard is inherently anti-mage and they wouldn't support witchers. The Northern Realms wouldn't want them either, I don't think. Ofier, Zerrikania and various other places may be different, but given that few, if any, witchers come from there, it's unlikely they'll ever create any.
As sad it is, regardless of who rules the north, the number of non-humans (includng witchers as I'm referring to the very broad cateory of anything that isn't strictly human) goes down over time quite substantially.
Yes and no. It’s either implied or outright stated that the events surrounding the death of Eredin was a “second conjunction” or otherwise a “mini conjunction” which caused a small boom in the monster population. So there would be a small need for witchers again.
Now as to actually creating witchers. We know the School of the Wolf lost the ability to create new witchers when Kaer Morhen was sacked. However, with all the evidence being fairly Wolf School centric, there’s nothing more than strong implications to suggest that the other schools cannot either, but there’s no true confirmation. It’s been mentioned in content (and I believe the article on this site for Hearn Caduch) that after the events of the Witcher 3’s base game, the surviving Ursine witchers returned to their fortress, which to me implies that they were reviving the school and thus knew how to create more witchers.

Well, they are. "...Servile submission or the gallows" - Assire var Anahid's Gwent card sums it up perfectly. As Letho says, "[mages]... either drop their bad habits quickly, or are drawn and quartered by horses in the middle of Victory Square". Remember, his group and Yennefer were captured by the Imperial Secret Police because it's an offence warranting capital punishment to be a freely practicing mage in Nilfgaard. Fringilla Vigo, Cynthia, Vanhemar and even Yennefer were only tolerated because they served the empire directly and could be useful to Emhyr, they would've been killed otherwise. That's much worse than the treatment of mages in the North, pre-witch hunt days, and let's not forget whose masterplan it was for a mage genocide in the North in the first place, the ones who wanted it from the start: Nilfgaard. It's fair to say, as they lost the First Northern War mainly because of mages (Battle of Sodden Hill), Nilfgaard hate mages.
As for witchers, they are not tolerated either. Letho says that "witchers' schools in the south fell into ruin long ago... witchers themselves became internal exiles, banned from entering most cities". That's because Nilfgaard bans witchers too. The only reason why Letho was working for Emhyr was because of the specific deal that was set - that they would tear the North apart in exchange for restoring the School of the Viper. Emhyr didn't even uphold his promise on that - in fact, he actually commissioned hitmen to kill Letho.

That's therefore a huge misunderstanding of the story, just a falsehood.

And that's only because Emhyr knew Geralt personally, and also knew that he'd be the best at finding Ciri. What's more, his main reason for seeking Ciri was so that he could abdicate the throne, which he wanted to do because of the increasing political tensions within Nilfgaard over his reign, so even then, his employment of Geralt was entirely for his own ends, to save his own skin. That Geralt is a witcher is purely coincidental and it doesn't mean anything.
So yeah, Nilfgaard hate mages and witchers.

Well Phillipa does state to Geralt in a Quest that she wants to teach Ciri of how to control n uses her powers properly
Between what Philippa want and what Ciri want, there is a universe between them. I think Ciri would rather take magic lessons from Yennefer and Triss. I'm not even sure she can still do magic, it doesn't seems to be the same thing as the powers her blood give her.
I know monsters were declining but that could be reversed after the third conjuction which happened at the end of witcher 3. Who knows, new species could have arrived.
You mean the second Conjunction? , there has been only one Conjunctions in the books. I don't know if what Ciri did was really a Conjunction. Maybe a small one?
