This abandoned site is located at a small fishing village on the coast directly east of Stonecutters' Settlement and west of Oxenfurt Academy. Initially overrun by drowners, after they're killed off, 120 + 50 is awarded, and a merchant will arrive, along with a few peasants and Redanian soldiers.
