Arette is a village located just outside the city of Novigrad. Most of its inhabitants are nonhumans.
While after Following the Thread quest events, the village is taken by the Redanian army and its nonhuman inhabitants taken away. Later, when and if Redanian forces take control of areas around Novigrad (e.g. a graveyard around the Crematory and Farcorners), the willage is abandoned and only one lazy Redanian guard stays there, but a few steps to the Nord from the willage, you can find a burnout pyre and a few corpses...

Novigrad has always attracted those in search of a better life. Some of them found no welcome within the city walls, and so built huts outside the city.
