Bag of weed is a unique junk item in the Blood and Wine expansion.
It can only be found if one fails the quest A Portrait of the Witcher as an Old Man by running away from the griffin fight. When that happens, the painter dies and his corpse can be found on the hill, containing this item. The suggestion is quite obvious, and among many other jokes packed into that quest.
