Balisse fruit should actually be offered by way more merchants, including but not limited to every single herbalist, but is artificially restricted from doing so on the Novigrad/Velen and Skellige maps. The limitation applies whenever more than 3 of it are supposed to be present, and the likely intended logic is that any larger stack would just be reduced to that, but instead gets outright removed. This is also the reason why Keira only sells balisse fruit in Kaer Morhen and not while she's in Velen.

More merchants can also theoretically offer it by virtue of "randomly" selecting amounts lower than 3, but due to a separate randomization bug, that never seems to happen either:

  • The described limitation is part of a wider concept to induce scarcity of some goods in the game, which was never fully developed, and unfortunately wasn't cleaned-up either. The mechanic actually applies to everything that can be considered a stack of a single item, not just merchant stores. It is sheer luck that balisse fruit almost never appears in quantities larger than 3 elsewhere, and the only other "item" affected are orens in than 100.
