This blacksmith is located on the eastern side of Oxenfurt and his customized offerings include a couple of crossbows and many types of bolts for them. His pricing and inventory is otherwise that of a Novigrad blacksmith and as such sells many other weapons, all base game runestones and diagrams for the non-greater ones, as well as crafting components.
He's also a gwent player and has a fairly strong Monsters deck.
