Certificate is a quest item and document in The Witcher 3: Wild Hunt.
During the main quest Get Junior, as one nears Whoreson Junior's arena, they can come across some bandits that kill a man, Zdenek, before running off. This can then be looted off of his body and used to impersonate Zdenek and enter the arena.
