Count Romilly's figurine is a quest item in the Hearts of Stone expansion and can only be bought during the auction portion of Open Sesame!.
If taken to any blacksmith or armorer, it can be dismantled into 2 pieces: Count Romilly's will and an ornate key, starting the side quest, A Dark Legacy. As it gives the same items regardless of the level of the armorer/blacksmith, you can get it dismantled for as low as 29 
from an amateur.
