Diagram: Arbitrator is a crafting diagram in The Witcher 3: Wild Hunt that is needed to craft Arbitrator.
Starting at level 10, It's a possible spawn at a random diagram location. Unlike other Relic weapon diagrams, this one additionally appears in some lower-grade treasure chests as regular random loot, making it easier to find.

- This diagram was at some point also intended to be sold by a "master blacksmith" whose store inventory is still present in the game files. It's unclear if that's an earlier, possibly even transitional version of Éibhear Hattori before he is fully unlocked, or an entirely different person altogether.
