The Grave Hag's ability destroys the unit(s) with the lowest power; the plural here is very important, as it lets you destroy both Barghests at the same time. It is also how you will defeat the Grave Hag - by its own ability.
Essentially, summon Arbalests on the top and bottom row each time you use the Royal Decree, so it sets both Barghests' power to the same, therefore destroying them both every turn. Once you run out of Royal Decrees, use the Lyrian Horn so every ally and enemy has 9 power. At the end of the turn, all cards will be destroyed, and you can follow up with Skull to deal the finishing blow to the Grave Hag.

- Use a Royal Decree to summon two Lyrian Arbalest+
- Summon the first Arbalest on the top row, targeting the left Barghest
- Summon the second Arbalest on the bottom row, targeting the right Barghest
- Use a Royal Decree to summon two Lyrian Arbalest+
- Summon the first Arbalest on the top row, targeting the left Barghest
- Summon the second Arbalest on the bottom row, targeting the right Barghest
