Igor was one of Whoreson Junior's employees and the administrator of the arena of Novigrad.
If Geralt goes to the arena alone: Igor and all his men were killed by Geralt in 1272 inn his search for Whoreson Junior.
If Geralt helps Cleaver's men: Fearing an upcoming war between him and Whoreson Junior, Cleaver decided to strike first, and thus sent his gang and Geralt to raid Whoreson Junior's main hideouts, the casino and the arena, where Igor and all his men were killed.
