This letter is a quest item obtained at the very end of Chapter I and as such, it can neither be bought nor sold. It is the pass which is necessary to enter the city of Vizima during the quarantine. Without it, one is relegated to the Outskirts at best.

"We hereby declare the bearer of this document to be a loyal servant of the Order of the Flaming Rose and a faithful follower of the Church of the Eternal Fire. By the will of King Foltest and the Grand Master of the Order of the Flaming Rose, the bearer may pass into and out of Vizima freely at any time of day or night. Furthermore, he is exempt from all quarantine restrictions.
