It's a possible spawn at a random diagram location starting at level 20, or purchased from the following merchants:
- Yolar at Gedyneith
- All alchemists and herbalists in Toussaint, except Pinastri

- At least at some point, this formula was also intended to be part of the reward for choosing to use the laboratory to make potions during The Battle of Kaer Morhen council meeting, replacing the basic Thunderbolt potion currently received. The reward list that has it is still in the game files, and it's possible that it remains unused by mistake, at least in New Game + where a basic Thunderbolt would be worthless.
