It's a possible spawn at a random diagram location starting at level 3, but if that hasn't happened yet, it will be received from Vesemir right before fighting the griffin during the main quest, The Beast of White Orchard.

- Vesemir giving the formula effectively makes it impossible to purchase, as all merchants who sell it are inaccessible before that point of the main story. However, it technically is offered by Otto Bamber, Yolar, and all herbalists in Toussaint except Pinastri.
