• All blacksmiths in Novigrad, Oxenfurt and Skellige
• Merchant at the Isolated Hut on Hindarsfjall

One is also always dropped by one of the bandits encountered during the secondary quest Death By Fire, and it is scripted to appear on some dead soldier bodies, particularly near guarded treasures:

• Two corpses at the drowners guarded treasure west of the Coast of Wrecks signpost, on the shore around a dead whale
• Near the armored arachas guarded treasure above the Cavern north of Novigrad
• At the Earth Elemental guarded treasure in a stone circle east of Kimbolt Way
