This merchant appears in the house outside the gates of the Devil's Pit, if the place becomes a hospital again following the events during In the Eternal Fire's Shadow.
Except for his visual appearance, he is effectively a clone of the village merchant at Crow's Perch in all other regards - store inventory, dialogue lines and playing Gwent using the Northern Realms deck.
