This unnamed merchant appears Kaer Trolde Harbor's docks after Destination: Skellige completes, as the place is busy with Bran Tuirseach's funeral before that point. He sells the same things as the roadside camp merchant to the south - maps for Skellige locations and some miscellaneous components - but his appearance can change between visits.
