This merchant has situated himself by the grindstone in the northern end of Ursten. Somewhat unusually for a non-moving merchant, his appearance is allowed to change between visits.
Presumably taking advantage of the Redanian troops nearby to do business with them, he sells armors, lesser glyphs, crafting diagrams and components - anything that a generic Velen armorer would sell, and at the same pricing, despite technically being in Novigrad territory.
