This merchant appears by the nearest road directly west of White Eagle Fort, approximately 4 days after the area to his north-northwest is cleared of rotfiends and their monster nest (directly east of Hindhold) is destroyed. He arrives together with the Redanian army, which populates the entire area.
Appropriately for his company, his store is that of a generic Velen blacksmith, selling some weapons, lesser runestones, crafting diagrams, and components. Similarly to other merchants in liberated areas, his appearance is allowed to change between visits.
