It can be found at the old signal tower on a skeleton, along with the letter of apology.

Notes

• Prior to Patch 4.0, this sword's level was static and didn't scale at the moment it spawned.

Bugs

• Despite being a unique item, the Pang of Conscience will respawn after any save is loaded, allowing the player to farm these swords infinitely and sell them for a high profit.
