Paul Francisque's letter is a cut content document in the Blood and Wine expansion.

Its contents are still present in the game files, but aren't attached to an inventory item definition. It was likely intended to be found at Ardaiso Quarry, or another location associated with the secondary quest Big Feet to Fill.

As answer to your letter, I shall try to draw up from the recesses of my memory what I know about the first attempts to raise a statue to Lebioda in Toussaint.
It was, if my mind serves me, over half a century ago, during the reign of Anna Henrietta's grandmother, Duchess Carolina Roberta. The cult of Lebioda, popular in the North... [illegible fragment]
