Pied Piper is the rat-catcher from the German fairy tale "Der Rattenfänger von Hameln" (English: The Pied Piper of Hamelin). Geralt encounters him in the Land of a Thousand Fables, where the Pied Piper is followed by a bunch of rats while he's playing on a flute.
