Soap is a quest item in the Blood and Wine expansion.
During the main quest, Burlap is the New Stripe, after finishing business in the prison's courtyard, follow Handsome Jacques downstairs to do laundry and he'll direct you to get this and the dirty clothes. This is near the steps into the room and, when picked up, causes some prisoners to whistle.
