The Temple Guard is the main security organization which mission is to protect observance of the law in Novigrad and protect townsfolk. Its members are uniformed black and equipped with lamias.
During the "Eternal Flame" short story, the commander was Chappelle, Novigrad's Deputy for Security Affairs, known for several abuses of power. They are also charged to ensure safety of Great Temple of the Eternal Fire.

The Witcher 3: Wild Hunt
After sentencing Chappelle to death, the control over Temple Guard also known as Novigradian Guard is taken by Caleb Menge, his former subordinate. The Guard seems to hire and cooperate with the Witch Hunters.
They are equipped standardly with steel sword, halberd, crossbow or bow and binocular. In contrast to information provided in the short stories, members of the Guard are fully armed and uniformed in red and white.
