The Gangs of Novigrad is a secondary quest in The Witcher 3: Wild Hunt.
After you meet Sigismund Dijkstra and Cleaver at the bathhouse, the latter tells you to find him first if you want to find Whoreson Junior. Note: this quest will fail once you meet Roche's contact during a later part of Get Junior.
Walkthrough[]
Follow your map to find Cleaver in his headquarters near Hierarch Square and a cutscene will play out with him torturing someone in order to find the whereabouts of Whoreson Junior. Cleaver will then say that he believes Whoreson Junior is either at his casino or in his arena.
You can agree or refuse to work together, but the latter doesn't end the quest - it simply gives you an objective to think over his offer. Note: You can also talk to him after going to either the arena or casino (but not both), but you can only get the remaining location as an objective then.
Once you accept his offer, all you have to do is meet with his henchdwarves near each location and raid the places together with them. The rest of the events at both locations are part of the Get Junior quest. Note: If you stray too far away from the casino or the arena after talking to Cleaver's Henchdwarvess, the quest will fail.
After you've killed everybody at both the arena and casino, simply go back to Cleaver for your reward, earning 150 per location and 50.

- When Geralt entered the Novigrad bathhouse, he happened to walk in on a meeting of the head of the city's criminal underworld. Becoming an unwitting participant in their conversation, he learned of the conflict between the triumvirate made up of the King of Beggars, Sigi Reuven and Carlo "Cleaver" Varese on the one hand, and Whoreson Junior and the unknown powers backing him on the other. Cleaver in particular wanted Whoreson gone and offered Geralt help in finding and getting to the bastard, which suited Geralt's interests. They say hands aplenty make the light work, and Geralt had every reason to believe this applied to gang warfare as much as it did to cleaning a barn, so he graciously accepted the gangster's offer.
- Geralt did not find Whoreson during his search with Cleaver's men, but do not think his time was wasted. The witcher smashed his way through a fair number of public mingling spaces and slaughtered a great many armed men of diverse social backgrounds, gaining in the doing a unique look at the complications of daily life in the Novigrad underworld. Enriched with this knowledge, Geralt continued his search for Whoreson alone.

Notes[]
- If the player accepts Cleaver's help for the arena, they will not be able to take the secret passage into Whoreson Junior's hideout later. A workaround is possible for the casino, but it involves exploiting a bug and delaying specific mission objectives.
- A detailed possible workaround to get no failed objectives and keep the secret passage open can be found here.
- If you complete Get Junior objectives at both locations on your own before talking to Cleaver, you will not be able to talk to him anymore and you will be stuck at the "Think over Cleaver's offer to help you find Whoreson Junior" step.
- If you clear both locations on your own, but haven't finished searching them, you can still talk to Cleaver and this will fail the quest, but 200 will be awarded.
- If you enter the casino without conflict and play Gwent until being taken to the interrogation room, fight your way out, and then speak to Cleaver's thugs, all the guards will respawn for a second clear of the casino.
