Woe is Me is an unmarked secondary quest in The Witcher 3: Wild Hunt.
Important: this one is also dictated by how you approach it. If you come from the east (going west) it won't appear. But if you approach from the west (going east) they will.
The 
rewarded in this quest is unaffected by the ±5 level constraint and difficulty level.
Walkthrough[]
If you approach the Palisade on Ard Skellig from the west, you'll see a peasant calling out for help. However, if you try to talk to him he'll suddenly call out to 2 others in hiding behind the Palisade, undoubtedly looking to rob and kill you. Simply kill them off to finish the quest.
Note that you can also simply bypass the "wounded" peasant altogether: if you do and go through the Palisade, all 3 will automatically become hostile as you've spotted the hiding men.
