This sword is named after the dragon and may be crafted from a diagram, which can be bought in Chapter III in Loc Muinne from Bras of Ban Ard in the courtyard.
The diagram can rarely be found as general random loot in chests as early as in Flotsam. (Confirmed on pc, found in the Toll Collector's House.)
